Program Manager Qualifications
Who is affected by this announcement: New IL Program Managers with Professional Engineer License
The purpose of this NBI Subscription Service Announcement is to provide information to Illinois Certified
National Bridge Inspection Standards (NBIS) Program Managers, Team Leaders and others involved in
the bridge inspection program of an effort to improve the State of Illinois compliance with the National
Bridge Inspection Program (NBIP).
Per IDOT Bridge Inspection Policy the minimum requirements for IL NBIS Program Manager Certification
have been revised. Program Managers must be a registered Professional Engineer and have 6 months
of bridge inspection experience.
CFR Part 650 Subpart C 650.305 defines Bridge Inspection Experience as:
Active participation in bridge inspections in accordance with the this subpart, in either a field
inspection, supervisory, or management role. Some of the experience may come from relevant
bridge design, bridge load rating, bridge construction, and bridge maintenance experience
provided it develops the skills necessary to properly perform a NBIS bridge inspection.”
However, IDOT will require the 6 months of bridge inspection experience be limited to the active
participation in bridge inspections.
The requirement will be effective July 1, 2023 and is applicable to all new IL NBIS Program Manager
applicants with a Professional Engineer License. All IL NBIS Program Manager applications must include
a detailed history of bridge inspection experience to be considered.
Please note, the minimum requirements for IL NBIS Program Manager Certification by those without a
Professional Engineer License have not changed.
